More than 25 participants, invited by the investor of Emonika, took part at second consultation of Civil Council Emonika. In discussion, which followed presentations of reporters participants of the second meeting agreed that the initiative of the investor of establishment of such kind of consultative body is welcome, because it unites and enables constructive discussion of various thoughts and branch about topics that not only concern Emonika, but also city Ljubljana in wider meaning.
Reporter Maja Štefula, director of projection of project Emonika d.o.o. introduced adaptation and implementation of project Emonika into city infrastructure. She stressed that Emonika is following principles of law determinations, valid spatial acts and recommendations of European Union for planning of interventions into the environment. Planners of Emonika are striving to assure the highest quality of living for consumers/users and visitors of Emonika and also to assure energy thriftiness and efficacy of objects of project Emonika. Maja Štefula also presented the frame of city architecture into which planners are implementing project Emonika.
Doc. dr. Marijan Žura, representative of Traffic Institute at Faculty for Construction and Geodesy destined his attention on traffic connection of project Emonika into existent and planned network of city Ljubljana. In the frame of the study Entire Estimation of Influences on the Environemnt – CPVO it is also necessary to acquire data about average annual, daily, evening and night traffic and also prepare prediction of traffic flow until year 2020.
Matjaž Harmel, deputy director of company Oikos represented results of Environment report in the frame of the study Entire Estimation of Influences on the Environment – CPVO. He exposed that direction and extenuative measures, which foresee condensation of construction, construction of degraded areas, access with public and walk traffic and energy efficacy of construction are foreseen for sanitation of existent condition. He also warned on key limitations of the project, which are: project has to enable deepening of the railway and assure quality, first of all from the perspective of noise and air quality, which will be arranged with coincident traffic arrangement.
Reporter Margita Žabrl, head of projects in company E-net okolje introduced environmental procedures, which are important for Emonika. In the frame of change procedure and completion of master plan for entire area it is necessary to elaborate Entire estimation of influences on the environment. After short explanation of standpoints for composition a report about influences on the environment reporter stressed that by this it is about verification of project Emonika on various levels – in the phase of change acceptation and completion of master plan and in the phase of construction license acquisition for each project within the area.
